Technology development:
(1) Optimize the blockchain browser and increase richlist addresses.
(2) Complete the BCD v1.3.0 stability test and release the official version of v1.3.0.
(3) Release BCD 2019-2020 annual roadmap.
(4) BCD Golang version: Complete the Go project creation, and develop the blockchain module and the consensus module.
(5) BCD C++ version: Refactoring the validation and p2p network related code, mainly complete the split function module to make the logic clearer, the code is more simple and easy to read,the next step will be regression testing.
